What is the "recommended level of insulation"

The Government suggests that it will fund a heating solution (such as heat pump) if the “recommended level of insulation” is already installed. (Bullet 6 on Are Eligible Section at http://www.energywise.govt.nz/funding-available/insulation-and-clean-heating/funding-for-clean-heating)
My question is simply what is the “recommended level of insulation”. I can’t find a definition on the web. cheers
