Can you claim a subsidy on a second hand heath pump, plus the cost of having it installed

No, the subsidy is available for a new heat pump to be installed in the primary living space where there is currently no energy efficient heating installed, and provided the house has been bought up to standard with its ceiling and underfloor insulation (as much as is practically possible).

For further information about the “Warm Up New Zealand: Heat Smart” scheme you can go to the EECA EnergyWise website http://www.energywise.govt.nz

If you don’t qualify for a subsidized heat pump, you could always opt for a heated towel rail in the bathroom. They provide additional warmth and are energy-efficient. Check out http://www.pureheat.co.nz.

a heated bathroom towel rail to heat a room?
      Joking right?

My suggestion, econoheater for a small bedroom, $200 to buy, 10cents a hour to run. :)
